unless theres going to be a change i havent heard of in regards to the plates, a thorax -should- be able to still add on a 1600mm plate, since it's gonna be getting more power grid. correct me if i'm wrong.

They get them from research (R&D) agents. It's generaly really hard to get T2 BPO's from what i've heard, and they also take skills to build, as well as different kinds of materials.
